Veg Broccoli Wings

For the Broccoli Wings:

1 large head of broccoli, cut into florets
1 cup all-purpose flour (use gluten-free flour if needed)
1 cup plant-based milk (such as almond, soy, or oat milk)
1 cup water
1 teaspoon garlic powder
1 teaspoon onion powder
1 teaspoon smoked paprika
1/2 teaspoon salt
1/2 teaspoon black pepper
1 1/2 cups panko breadcrumbs (use gluten-free breadcrumbs if needed)

For the Buffalo Sauce:

1/2 cup hot sauce (such as Frank's RedHot)
1/4 cup vegan butter, melted
1 tablespoon maple syrup or agave nectar
1 teaspoon garlic powder
